Hajj and Umrah Mobile Data Guide: eSIM, Coverage & Setup

Reliable mobile data can make the practical side of Hajj or Umrah easier: opening Nusuk, finding transport and accommodation, receiving updates, using maps and translation, and staying in contact with your group. It should still be backed up with offline documents, meeting points and a charged battery.

Start with official Hajj and Umrah requirements

The Saudi Ministry of Hajj and Umrah says that services including Umrah permits are handled through the Nusuk app, and it describes the Nusuk Card as an official pilgrim identification card with a digital version in the app. Requirements, dates and eligibility can change, so confirm them through the Ministry and Nusuk rather than relying on a telecoms article.

In May 2026, the Ministry announced that Nusuk's services had been enabled without consuming internet data in cooperation with Saudi telecom providers. That does not mean every international travel eSIM can promise zero-rated Nusuk access. Eligibility can depend on the participating Saudi network and current arrangements. You also still need connectivity for maps, transport, messages, bookings, cloud documents and other apps.

Choose the type of connection you need

A data-only eSIM is useful for internet access but is not a complete replacement for voice, SMS or official emergency communication. Decide how your group will make ordinary calls, receive one-time passwords and contact help if mobile data is unavailable.

Prepare for crowded networks in Makkah and Madinah

Hajj, Ramadan and busy Umrah periods produce extraordinary demand around Makkah, Madinah and transport hubs. Saudi Arabia's regulator monitors and reports on network performance and operators add capacity. For example, CST published Ramadan 2026 performance figures for Makkah and Madinah. Those aggregate results are evidence of major infrastructure, not a guarantee for one phone in one crowd.

Speeds can vary by location, time, building, network, handset and congestion. Plan on the possibility of delay:

  • Save accommodation addresses and group-leader details offline.
  • Download offline map areas and any translation resources you rely on.
  • Agree a physical meeting point and time in case calls or messages do not arrive.
  • Take screenshots or offline copies of essential booking and travel information where permitted.
  • Do not make access to a single cloud account or messaging group your only contingency.

Set up the eSIM before departure

  1. Check the phone. It must support eSIM and be carrier-unlocked.
  2. Check the plan. Confirm the Saudi partner network, allowance, validity, activation trigger and whether voice, SMS, hotspot or 5G is included.
  3. Install using dependable Wi-Fi. Follow the instructions carefully. Keep the QR code private and do not delete the profile unless support tells you to.
  4. Label each line. “Home” and “Saudi data” are clearer than two anonymous numbers.
  5. Keep instructions offline. Save the setup and support details without exposing the QR code.
  6. Test your settings knowledge. Know where to select the data line, enable the required data-roaming setting and turn off mobile-data switching.

Installing before travel does not always mean the plan starts immediately; that depends on the activation policy. Read it before scanning. If you keep your home SIM active for SMS, disable data roaming on that line and check your operator's charges for calls and texts abroad.

At Jeddah or Madinah airport

If the travel eSIM was installed correctly, switch on the line after landing, select it for mobile data and follow its roaming or APN instructions. Connection may take a few minutes. If it does not appear:

  • toggle airplane mode and restart the phone;
  • confirm the correct line is selected for data;
  • check data roaming and APN against the provider's instructions;
  • use automatic network selection unless told otherwise;
  • contact support on airport or hotel Wi-Fi if needed.

Saudi visitor SIMs are another legitimate option, particularly if you need a local number or local minutes. Official visitor packages are advertised by stc, Mobily and Zain. Compare their current terms rather than assuming an airport queue or a travel eSIM is always better.

How much data is enough?

There is no responsible allowance that fits every pilgrim. Estimate from the way the phone will be used:

  • Lower use: Nusuk, messaging, occasional maps, email and bookings, with dependable hotel Wi-Fi.
  • Regular use: frequent navigation, translation, photo sharing and everyday social media.
  • Higher use: video calls, streaming, automatic media backup, large uploads or sharing a hotspot where permitted.

Check recent usage in your phone settings, multiply it by the number of travel days and add a buffer. Disable automatic app updates and cloud photo backup on mobile data if you want the allowance reserved for essential use. Read any fair-use or speed-management terms attached to “unlimited” plans.

Battery and group communication plan

  • Carry a charged power bank that complies with your airline's current rules.
  • Use low-power mode and reduce background activity during long days.
  • Write down key phone numbers and accommodation details as well as storing them digitally.
  • Give children, older relatives and vulnerable group members a simple meeting-point card.
  • Agree who holds bookings and who has an offline copy.
  • Remember that weak signal can drain a battery faster while the phone searches for a network.

Does Nusuk work without using mobile data?

The Ministry announced no-data-consumption access to Nusuk services in cooperation with Saudi telecom providers in May 2026. Do not assume that this benefit applies identically to every travel eSIM or roaming arrangement. Check current Ministry guidance and still keep a general data and offline plan.

Will an eSIM work everywhere around the holy sites?

No provider can guarantee that. Coverage and capacity vary, especially in dense crowds, indoors and in transit. Use official coverage information, follow the plan's network instructions and prepare offline backups.

Can I keep my home SIM on for verification codes?

Often yes on a dual-SIM phone. Switch mobile data to the travel eSIM, disable data roaming on the home line and check the home carrier's charges. SMS and calling behaviour varies by carrier and handset.

Does a Saudi travel eSIM include a phone number?

Not necessarily. GulfData's Saudi Arabia plans are data-only unless the current product page explicitly says otherwise. Choose a Saudi visitor plan if a local number or ordinary mobile calls are required.

Should I buy the largest plan automatically?

No. Choose from your actual use, trip length, access to Wi-Fi and the plan's terms. More data can provide headroom, but it does not improve coverage or remove congestion.
